John Powell, Managing Director

John is the Managing Director of Frankham Risk Management Services with responsibility for the management, co-ordination and financial control of a strategic business unit within the Frankham Group specialising in asset risk management, property legislation, health, safety and environmental risk management.

John’s experience includes supporting the design and implementation of strategic change programs in clarifying business/ contract strategy for implementation and developing participative methods for the diagnosis, redesign and implementation of commercial solutions to the various change needs identified.

Broad range of experience in Property Management, Property Legislation, Property and Facilities Services supporting the identification and management of risk, the design and implementation of strategic change programmes in clarifying business/contract strategy for implementation. Developing participative methods for the diagnosis, redesign and implementation of commercial solutions for various change needs.

Clients extend across both public and private sectors including Central Government, Social Landlords, NHS Trusts, Metropolitan Police Service, City of Westminster, Ministry of Defence, London Underground, London Boroughs of Lambeth and Camden, AXA REIM, Broadgate Estates and Telewest. John’s background can be tracked back to the Department of Environment Property Services Agency when he commenced his professional career as a building surveyor.

John graduated from the University of Greenwich in 1990 with a degree in building surveying before progressing to chartered status in 1992.

Following Tarmac’s acquisition of PSA in 1992 John held a number of junior and middle management positions before rising to Operations Director for Property Management and Property Legislation within the Tarmac/Carillion Services Group of companies. John concurrently held an executive management role of a £60m P/A partnering contract for the Metropolitan Police Service and was Director of Safety for Carillion Services.

Throughout his career, John has been actively involved in developing/reengineering business solutions across large property portfolios and was instrumental in pioneering Carillion’s move into partnering and for steering the growth and development of Carillion Specialist Services Limited’s Corporate Approved Inspector Programme.
